Message from Chairman Estepp 
EsteppOur fiscal year ended on June 30th and it was another very successful year for the Pro Board system. This occasion provides me an opportunity to thank all of our Accredited Entities for their support of our shared mission of increasing professionalism for the fire and emergency services. During the past year, we welcomed three additional agencies into the Pro Board system bringing the total to 51, a new all time high. We also added over 62,000 certificates to the Certification Data Base. All 425,000 Pro Board certificates issued since 1982 are recorded in the registry and are accessible on our website www.theproboard.org.
 
The Pro Board is in excellent financial condition with continuing steady growth this past fiscal year, which is particularly encouraging given the slow down in the overall economy. We have seen no slow down in certification volume but we will be closely monitoring certification trends this coming year. What we do know is the increasing number of accredited entities and increased volume of Pro Board registered certificates over the past several years provides resources for cost effective innovation, needed reserves and investments in the future. The electronic registration plan used by over half of our accredited entities and representing two-thirds of our volume is an excellent example of cost effective innovation, reducing certificate fees for those agencies 25%. This plan also assures all qualified individuals in those agencies will be Pro Board certified and immediately registered in the web accessible Certification Registry. Another innovation is the Data Automation project launched this past year to collect and electronically store all Pro Board accredited entity data. The interactive data base system will vastly improve our ability to respond to your needs and to more cost effectively manage the Pro Board's data base.
 
Since the beginning of the professional qualification movement in the fire service, the NFPA has provided support to the original Joint Council of Fire Service Organizations and then in the mid 1980s to the Pro Board through an ongoing partnership. The Pro Board - NFPA Partnership has evolved over the years and is now entering another phase with certain program management functions, including meeting planning being transferred from the NFPA to the Pro Board. The very critical certificate registration and data base management activities will remain at NFPA, including information technology and the bookkeeping support provided by NFPA. We are proud of this continuing very strong partnership with NFPA.
 
In the Long Range Strategic Plan adopted by your Board of Directors, we examined key trends in fire protection over the next decade and concluded "the challenges of tomorrow ... will push career and volunteer fire protection specialists into an expanded level of responsibility ... ". Let me assure you that your Board of Directors is committed to assisting the fire services in meeting these challenges as we conclude the first decade of this century and as we proceed into the future.

Program Manager Reassignment
TrebisacciDave Trebisacci, Program Manager for the last several years, has been reassigned to full time standards support duty at the NFPA effective July 1st. Dave was honored at the June 3rd Board of Director's meeting in recognition of his dedicated service to the Pro Board over the past several years. 
 
In addition to managing the day to day processing of Pro Board certificates, Dave led the effort in converting the paper certification records over to a web based accessible electronic data base now known as the "Certification Registry". He also supported the Committee on Accreditation and served as the Conference and Meeting Planner for the Pro Board. We wish Dave well in his new assignment at NFPA.

Committee on Accreditation (COA) Report

KevinDuring Fiscal Year 2008 that ended on June 30, 2009, the Committee on Accreditation conducted document reviews and site visits that resulted in the Accreditation or Re-Accreditation of 11 entities. The newly accredited entities were Louisiana State University, Seoul Metropolitan Fire Academy, and the Illinois Fire Service Institute. Long time member entities Justice Institute of British Columbia, Massachusetts Fire Training Council, Nebraska Fire Marshal's Office, International Association of Arson Investigators, SABIC Fire Training Center, Ontario Office of the Fire Marshal, Great Oaks Institute, and the Alabama Fire College were Re-Accredited. A warm welcome to our new entities and congratulations to our existing organizations that underwent the re-accreditation process.
 
Special thanks are in order to all of the staff and employees of the entities that underwent the accreditation process. It takes a tremendous amount of effort to properly prepare the documentation required and to then participate in the site visit process. Thanks too to the members of the Committee on Accreditation that reviewed documents and took part in the site visits.
 
Numerous entities also applied for and were granted Extensions to their accreditation, thereby affording additional opportunities to those who seek accreditation.
 
A total of 19 site visits are currently planned for 2009/2010 for new accreditation and re-accreditation. For those entities that have already submitted the required documentation, thank you, for those that haven't, please try to do so as soon as possible.
 
Committee members staffed the Pro Board information booth at the Fire Department Instructors Conference in Indianapolis.
 
The Committee met in July to discuss and consider a number of important issues that may impact future requests. Future Newsletters will report on those issues.
 
I want to extend the Committee's thanks and appreciation to the staff of our accredited entities for their continued cooperation and support and for their hard work preparing the documents and materials needed to continue and advance in our system and without whom our efforts would be very difficult.
 
Finally, the Committee wishes to extend our heartfelt thanks and appreciation to Program Manager Dave Trebisacci who has taken on a new assignment at NFPA that will prevent him from continuing in current capacity with the Pro Board. Dave's counsel, guidance, support, and most of all friendship will be sorely missed. Best wishes Dave.
Accreditation Manager's Report

As we enter Fiscal Year 2010, the Pro Board continues to grow and thrive. The number of entries into the Certification Registry continues to exceed our very conservative estimates. In these difficult fiscal times I believe this is a continued testament to the desire of the fire and emergency services to attain the highest degree of professionalism possible and to the diligence and efforts of our accredited entities to provide high quality certification services. We have received a number of inquiries from organizations that are interested in Accreditation and we expect to grow during this year. We currently have Applications for Accreditation in hand from Mississippi, Iowa, and Central Pierce Fire District in Washington State and we expect to conduct visits soon.
 
After our successful Advisory Committee Meeting in Houston, planning has begun for our 2010 Education and Training Conference. Of particular note, we saw that the concurrent three hour workshops were a positive addition to the Houston Meeting and we intend to offer more of the same during the two day event in 2010. The formal Conference Notice will be sent in the early Fall but be sure to mark your Calendars for January 28, 29 and 30, 2010, in Orlando.
 
A new recordkeeping database has been developed and put into service that will allow us to significantly upgrade our capability to track the records and history of our entities. This will allow us to be able to respond to your needs and questions in a more timely fashion.
 
In the upcoming months Pro Board Committee on Accreditation members will be staffing the Pro Board Booth at Fire Rescue International in Dallas and at the Canadian Fire Chiefs Conference in Manitoba. Please stop by if you are at either of these events.
 
I visited the Alberta Emergency Management Agency to discuss the transition of Certification Testing in the Province from Fire etc. to that agency and I will visit with the Ohio Fire Marshal Division on EMS to discuss certification by that agency as well.
 
I will also attend the Annual Meeting of the North American Fire Training Director's in September in Baton Rouge.
 
I want to once again take this opportunity to thank each of you for the support that you have shown over the past year. It is because of each of you and your organizations that the Pro Board is so successful and that we are able to serve the certification needs of our emergency responders.
Carl Peterson Joins Pro Board Team
PetersonThe Pro Board has contracted with Carl Peterson of Hingham, Massachusetts to provide Program Management Services for the Pro Board system. In this capacity, Carl will assume many of the "behind the scenes" responsibilities previously carried out by Dave Trebisacci at NFPA. These duties include coordinating, cloning and merging electronic application files from accredited entities, overseeing receipt of certificate revenues and reconciling revenues with the Pro Board certificate registry data base and processing entity invoices and accounts receivable follow-up.
 
Carl recently retired from NFPA, where he served as NFPA staff liaison to numerous fire service standards projects over the years culminating his career by managing the Public Fire Protection Division at NFPA.
 
Carl is a Fire Protection Engineering graduate of the University of Maryland and a recognized expert on public fire service standards. We welcome Carl to the Operations Team at the Pro Board where he can be reached at cpeterson@theproboard.org.
Annual Board Meeting Highlights

The Pro Board's Board of Directors held its Annual Meeting at Whitefish, Montana on June 3, 2009. Board Member Butch Weedon, Director - Montana State University Fire Training hosted the meeting and provided tours of the wild land fire damage of two years ago in the Glacier National Park mountain area. Here are some of the highlights of the Board meeting compiled by the Board Secretary, Tony O'Neill for "Pro Board Progress".

  • Heard reports from the Accreditation Manager (Fred Piechota), Program Manager (Dave Trebisacci) and Advisory Committee Chair (Tom Sturtevant) including discussions on the Pro Board's designation as a "National" organization given its Corporation status contrasted with the "International" nature of its accreditation activities.
  • Reviewed the Data Automation project launched this past fiscal year with the first Phase I (Relational Data Base) having been completed and recommendations to proceed with Phase II (Document Management) and Phase III (Internet Based Access) as included in the FY 2010 budget starting July 1, 2009.
  • Heard a report from Fred Piechota, Chair of the Committee on Accreditation on COA activities of the past 12 months and anticipated activity on into the year 2010 including 27 projected accreditation and re-accreditation site visits. Mr. Piechota described the several different types of activities carried out by the COA and the demands on committee members that require certain skills and time commitments. It was decided that a set of performance criteria for COA members should be developed and reported back to the Board.
  • Mr. O'Neill reported on the reorganization of the NFPA-Pro Board partnership and confirmed Carl Peterson has entered into a contract with the Pro Board to carry out certain program management activities previously handled by Dave Trebisacci. Fred Piechota and Tony O'Neill will assume other coordination roles previously performed at NFPA. The Pro Board will also contract for Meeting Planning Services for the annual conferences.
  • Approved the Treasurer's report (as of April 30, 2009) and heard a report from Mr. O'Neill on year to year financial trends of the Pro Board which are positive and indicative of steady growth.
  • The Board approved an FY 10 budget beginning July 1, 2009 which reflects the reorganized partnership with NFPA, the addition of a consultant Program Manager and a new Meeting Planner services contract.

  • Over 60,000 visitors to the Pro Board web site since inception in 2004As of December 31, 2008, the Pro Board's web accessible Certification Registry held 380,434 certificate records dating back to 1983.  64,297 certificates were added in 2008.  Breakdown of certificates in the Registry are:

    - Haz Mat 23%
    - Fire Instructor 10%
    - Fire Officers 9%
    - Fire Inspector 7%
    - all others 15%
